I believe it is a Quill Gordon based on the two tails, and the wings, specifically the "spur" on the the hind wing, the cup at the bottom of the fore wing, and the pronounced longitudinal vein in the fore wing. The photo is washed out some, but as BB said I think there is enough to make that conclus...

Here's a Sawyer pheasant tail nymph tied with tail fibers and copper wire. I fish this original version exclusively after having tried the peacock herl thorax version with less success.
